Co-hosted by the Guangdong Urban& Rural Planning and Design Institute, the Guangdong City Planning Association and the French PADW Architectural Design Workshop, and organized by the Guangzhou Poly Jinhan Exhibition Co., Ltd, the Seminar of a Healthy City in Innovation Development& Planning of Medical Care and Pension Industry (the “Sino-French Medical and Elderly Care Seminar”) was successfully held on May 26 in Guangdong Yingbin Hotel. As a response to the MOU on Strengthening the Elderly Care Service, this seminar is held to solve the medical and elderly care issues raised by the aging population, bring the “Healthy China” strategy into practice and promote the construction of healthy cities under the plan of “Healthy Guangdong Province”.

Gilberto Pellegrino, the Head of Board of Directors of PADW Workshop explained the concept of Nursing Space, emphasizing that medical and nursing architectures are no longer functional medical facilities but a nursing and living space full of humane care.

Integrate Regional Medical Resources of Good Quality&Explore a New Model Combing Medical and Elderly Care

Wang Hui, the Director of Guangdong Urban& Rural Planning and Design Institute and Architectural Design Institute, shared his observation on the “Big Data” of home and medical care in Haizhu District of Guangzhou City and put forward an innovative model which combined home plus community medical and elderly care service together. By illustrating a case of Shayuan Street, he explained that the establishment of the new model was dependent on the coordination of capital, operative methods and talents.

Du Liwei, the Director-China of the Gao Lize (Beijing) International Enterprise Management Co., Ltd introduced the advanced elderly care service experience in France to illustrate the point that by integrating the innovative elderly service ideas into lives of the aged and facilitating elder-friendly design, high-end professional nursing criterion and personalized nursing scheme, we can create an ideal place for the aged to live.

How Can Public Hospitals Work with Nursing Institutions---An Introduction to the Combination of Medical and Elderly Care Service

ZhongXumin, Director of the Baiyun Area of No.2 Hospital of Traditional Chinese Medicine of Guangdong Province, introduced the combination pattern of medical care and elderly care with an example of the elderly apartment of Baiyun Area. He pointed out that the success of such pattern could be attributed to the following three aspects: introducing public hospitals, leaving hospitals space of development and conducting a united management between hospitals and apartments. Concerning the issues that hospitals encounter when they work with nursing institutions, Director Zhong summarized them into three categories: policy, construction and management. He also provided specific recommendations in coping with these issues.

Trend, Dilemma and Coping Strategy of the Combination Pattern of Medical and Elderly Care

Judging from the policy direction of the combination of medical care and elderly care since 2014, Dong Li, the academic commissioner of the Historical Division of Architectural Association of China estimated that by 2020, all medical institutions would open green channels for the elderly to register and have medical treatment; all elderly care institutions could provide the elderly with medical care service. However, he pointed out that to combine the medical care and elderly care in China was practically difficult due to the absence of a widely-accepted idea of elderly care and functional mechanism and the separation of the medical care and elderly care system. The source of funds for the senior care industry was also unstable. To solve these problems, we should integrate medical care and elderly care resources, improve public service facilities, expand the development and usage space of community management, strive for the governmental support and attract society capital.
